April 8, 2020 Update from Mayor Pruyn - Haymarket Center Purchasing Holiday Inn
Yesterday, I received this letter from Dr. Lustig confirming Haymarket’s purchase of the Holiday Inn Itasca.  In my experience, it is highly unusual for a property to be purchased prior to receiving the necessary zoning approval. This is why, I reached out to Haymarket on Monday asking them to clarify their intentions for their purchase of the Holiday Inn. 

The purchase of the property in no way alters the current zoning. Haymarket cannot move forward with its plan to convert the hotel into a permanent drug treatment facility without going through the Plan Commission recommendation process and receiving final approval from the Village Board.

The Village recently learned that the Illinois Emergency Management Agency has identified the Holiday Inn Itasca as a target COVID facility to be used for:

  • Persons who test positive for COVID-19 who do not require hospitalization but need isolation (including those exiting from hospitals);
  • Persons who have been exposed to COVID-19 and do not require hospitalization; and
  • Asymptomatic high-risk persons needing social distancing as a precautionary measure, such as people over 65 or with certain underlying health conditions (respiratory, compromised immunities, chronic disease).

While Haymarket once again Haymarket failed to proactively notify the Village of its intentions, Dr. Lustig’s response to my inquiry confirms this possibility.

April 6, 2020 Update from Mayor Pruyn - Haymarket Center Purchasing Holiday Inn

Recently, the Village learned that Haymarket Center was seeking to move forward with purchasing the Holiday Inn Itasca prior to receiving its zoning approvals. It is our understanding that the closing on the property may have occurred today, April 6, 2020.

Itasca is not a home rule village, and as such, has no involvement in the sale of property between individuals or business entities.

Haymarket Center did not communicate, and the Village does not know, their current intentions for the property. The Plan Commission is still in the hearing process for the petitions submitted by Haymarket Center for its proposed treatment facility.

Today, I sent a letter to Haymarket Center in an effort learn more about their plans. When the Village receives more information, we will keep you informed.

April 6, 2020 Letter from Mayor Pruyn to Haymarket Center

March 16, 2020 Update
Today, the lawsuit filed by Haymarket DuPage LLC in December was dismissed by a DuPage County Court. While the additional legal costs were unfortunate for Itasca taxpayers, the courts dismissal of Haymarket’s challenge allows the Village to resume the Plan Commission process. Itasca still does not have all of the facts and information that the Village needs and everyone looks forward to the resumption of the hearings at an appropriate time. 

Wednesday, February 5, 2020 Update

Earlier this week, the Village attorneys filed a Motion to Dismiss the lawsuit filed by Haymarket DuPage LLC in December. In the lawsuit, Haymarket argues that it should have been originally allowed to seek a special use permit to operate as a health care facility in Itasca.

Today, the Village attorneys appeared in DuPage County Court for presentation of the Village’s motion. A briefing schedule for the motion and hearing date was set by the Court. The Motion to Dismiss is scheduled to be heard by the Honorable Judge Bonnie M. Wheaton on March 16, 2020 at 9:30 a.m.

The Village remains committed to keeping residents updated throughout this process.

January 22, 2020 - Update from Mayor Pruyn
Dear Residents,
I wanted to take this time to inform you of an important development regarding the Plan Commission.

Mr. Larry Swets recently reached out to inform me that he has expressed interest in the Holiday-Inn Itasca property. Subsequently, Plan Commissioner Eric Swets tendered a letter to the Plan Commission Chair recusing himself from the Haymarket proposal currently before the Plan Commission. 

As a result, the Plan Commission will continue to hear the Haymarket case, however, Commissioner Swets will no longer participate in the hearings or vote on a recommendation in this case.

We will keep you posted as future hearing dates are scheduled.

January 15, 2020 - At a recent court appearance, the Village’s Counsel requested that the Court stay (postpone) the pending public hearings before the Plan Commission while the litigation remains unresolved.  Attorneys for Haymarket agreed to the stay through the next status hearing on February 5, 2020.

As a result, no evidence or testimony may be taken at the Public Hearing originally scheduled for January 22, 2020. To comply with legal notice requirements, the Plan Commission will briefly meet on January 22, at 7 p.m. at Village Hall, 550 Irving Park Road for the sole purpose of continuing the public hearing to a future date. 

Future Plan Commission Hearings regarding Haymarket’s Zoning Petition will be posted and publicized online in accordance with the Illinois Open Meetings Act. 

December 17, 2019 - Haymarket Files Lawsuit Against Village

Today (12/17/19), the Village was advised that Haymarket filed a lawsuit against the Village of Itasca yesterday in DuPage County (Case #2019MR1373) Village spokesperson Lissa Druss responded to the news with the following statement: “The Village and its attorneys are reviewing the lawsuit. At this time, it is too early to comment on what is now pending litigation.”


Plan Commission Public Hearings have been postponed temporarily due to litigation. 
Future Plan Commission Hearings regarding Haymarket’s Zoning Petition will be posted and publicized online in accordance with the Illinois Open Meetings Act. 
Meetings are generally scheduled for 
7 p.m. at F.E. Peacock Middle School, 301 E. North Street, Itasca
Doors Open at 6:30 p.m. (Attendees are highly encouraged to carpool as parking is limited)
General public comments will be permitted toward the end of the public hearing process, which is expected to last for several meetings.
